if a request is raised by one person for other person, then we want to send email to requested by (the person who raise the request) when the request is fulfilled or resolved.

Make sure "Opened By" or "Created By" is in the "User/Groups in fields" list on the "Who will receive" tab of the notification that your organization sends to the "requested for" person. I have included an example below which sends the email to both, when an SC Request (sc_request) is closed. There may be more than one notification that needs to be adjusted in this way, depending on your needs (both requests and incidents, perhaps?)...
