Email to newly added Watchlist users and CC manager

I got a requirement. Where I need to send notification to only newly added user in watchlist and also CC his manager in it. Please Do help.

You mean all emails which already triggered and now you want to send it again for new members in watch list?

Thanks for replying, I want to send notification only for newly added user in watchlist by excluding one already in that watchlist and also CC Manager of newly added user in that.

Any specific use case, bcz I am think lets say on a record 20 times email trigger, then for newly added these 20 email actually worth now and  in this case it will be custmization, where need to check all previous email, match the recipients and then triger.

 No i don't need 20 emails, I just need to send him one new email that tells him that he had added to watchlist and also add his manager as CC.
