Here is the required roles details.
schedule_admin: This is the primary role for managing schedules (cmn_schedule) and Scheduled Jobs (sysauto) as @Dr Atul G- LNG already mentioned.
import_scheduler: Required if the user needs to manage scheduled data imports.
template_editor / template_scheduler: Necessary if the scheduled jobs involve applying templates

"schedule_admin" is the highest privilege to handle schedules. You can assign this to user without having them assign Admin.

The Schedule_Admin role works here without admin role.
