Encryption context for attachments

Hi all,
We’re building a new Record Producer and The fulfillment team needs to attach sensitive documents to the HR Case, which should be encrypted but still visible to both the requestor and the fulfillment group.

Right now, using the default HR encryption context hides the attachment from the requestor.

How can we create a custom encryption context and assign it to specific roles so both parties can access the attachments?
