Encryption field and Encryption picker switch have been vanished on the user menu.

Hi All,
I'm having a strange experience with the Encryption field and picker switch disappearing from the user menu after version up from Tokyo to Vancouver.

I am having difficulties that I cannot explain to our customers the mechanism behind this change and how it will affect the system.

Customers are feeling creepy because they don't know the impact this behavior has on their systems.

If anyone has experienced this change or knows the cause, please let me know.

In addition, I have confirmed that there is no difference in user roles in either case. I would be grateful if you could let me know if there is anything else I should check.
