End User can't able to edit or post comments for Catalog Request in Service portal

Hi All,
Like how in Incident case, once an end user submits an Incident in Service portal he can able to post his/her comments. But it is not possible incase of Catalog Request. I cant see any text box to post comments.
Also can anyone let me know how to add some more fields on the right hand side widget and I want to change the Estimated Completion Date is showing wrong information.

Got any recommendation worked on this? because I'm facing the same issue.
please help me on this its bit urgent for my end user where the role assigned to the ACL - sc_req_item.comments was already assigned to the user but still the user not able to add comments in the requested item.
