For example, if the ticket is to request some actions, the assignee must input the steps to do the actions, otherwise he/she cannot close the ticket.
How to achieve that?

- UI Policy
- Data Policy
or client script
It is all OOTB and easy to do. Now it depend what field you want to make mandatory.
