Yeah, that’s normal. A lot of people are seeing the same thing I've heard.
Zurich is installable, but the “Get started – 8%” message isn’t the install actually running. It’s more of a rollout/availability indicator. Even though it shows up in Update Center, the install option doesn’t always fully open up right away.
Most folks who’ve been able to install it are doing so in dev or lower environments first. Prod instances tend to lag behind. If this is prod, I wouldn’t worry about it yet — it’s likely just not fully enabled for your instance.
If it’s dev or sub-prod and it’s still sitting at 8%, it usually just means you’re waiting on ServiceNow to flip the availability flag, not that anything is broken.
