Error while moving lifecycle stage from operational to design or any stage before operational

Hi Servicenow Folks,

I want to check on service builder services,

when I am moving lifecycle stage from operational to design or any other state, I am getting error as "Life Cycle Stage Status can only move forward to Pending Retirement or Retired or Obsolete from In Use."
I want to know is it OOTB functionality or how is it?
How can I resolve this?

It is oob. Why does an operational service move backwards in its lifecycle in your process? You resolve this by reconsidering what you are doing
