Event is fired but notification not sending

I've looked at all other solutions to this kind of problem and nothing seems to apply to me. I can see my event is firing, but the notification is not sending.

I want to send it to whoever is in the HR Recruitment Team Leaders group, plus user listed in the HR Specialist field. The "Send to Event Creator" checkbox was already checked by whoever initially created this notification.
To be honest I don't work with events that often, so I'm not even sure if what I wrote for parm1 and parm2 are correct. I just want it to be sent to the people in that group, the person listed in that field, and the event creator.
And yes, the preview I showed you is the most recent record I created where the notification was not sent.

Hi
Can you uncheck both the event parm1 and parm2 contains recipient and try again.

Q1. Have you checked the email logs?
Q2. What conditions have you put in your Business rule? You can build the same condition in notification only, you don't need any BR or event for that.
First let me know have you checked the email logs or not.
