Event Processed but Notification not sent

I have a requirement to trigger notification before 3 month contract expiry. Created the event registry not running through scheduled job. Have checked the event log event processed. Also checked in notification preview user subject and body is good. No error can see but notification not triggered.

event got processed but no email, did you check this

1) user is active and not locked out

2) has email field populated

3) notification preference enabled

The notification has correct Event Parm1 contains recipient or Event Parm2 contains recipient and you are including recipient in correct parm while using gs.eventQueue()
