Explain when to use getValue() vs toString()

I just watched the NOWCommunity Live Stream - 2018-06-22 and heard Chuck Tomasi say it is better to use getValue() instead of toString() in certain cases. I'm still confused as to the benefits/pitfalls of using those. Can someone explain what is the best practice for using either one of those methods?
