export and import an app

I have a free developer instance and a vendor instance. 
I want to export my app in XML format from the free dev instance into the vendor instance. I wanna review and make changes to the application from the vendor instance and then export it back to the free dev instance. and then repeat the cycle. but it doesnt let me publish the app since its a free dev instance and the Update set only contains the new updates to the app.
Any suggestions or solutions for this issue

could you please described the steps you took?

If you have a scoped app on your PDI that you want to move to another instance, then go to that app record [sys_app] table and scroll to the Related links to find "Publish to update set"

 

Then deploy as an update set, but check that you have everything that you want to move.
