Export to XML under Retrieved Update Sets is not working

We have a San Diego instance wherein we have an update set in Retrieved Update Sets. In the form view, when we click on the related link "Export to XML", nothing happens. It doesn't download any XML. We haven't seen this issue previously on Rome, Quebec or Paris instances. We are facing this issue on San Diego instances only.

Yes, this is the KB they ask me to follow to resolve the issue - Unable to decrypt Key Store password after upgrading to San Diego - Known Error (servicenow.com)
I haven't had a chance to see if it works yet.
