we have got a requirement to build external service portal accessible by the public .. looking for ideas how to convert internal portal to external .. what would be the best idea in building external service portal .. we don't want them to even self register to access the portal .. it should be accessible by public ..

You can mark the relevant portal pages and widgets as Public, in which case no authentication is required to access them. For more details, refer to the following product documentation articles:
