Failing to install Integrated Risk Management (IRM) into PDI (Australia)

Dear Community,

I want to try the different features & functionalities in ServiceNow's Integrated Risk Management before building them in the actual environment. For that purpose I have got a PDI that is on Australia.

Now I want to install/activate IRM in that instance, but I fail to succeed.

I understand that there are two ways to install plugins:

1.) from outside the instance itself in ServiceNow Developers under "plugins for your instance" - but there is nothing related to IRM, risk, GRC or any other related term there.

2.) from within the instance, under system definition -> plugins. There I got applications, family plugins and products and all contain a bit of IRM/GRC/risk stuff without making it absolutely transparent or clear which is which.

When I search for "IRM", I find for example

2a) the application "Integrated Risk Management Standard, App id: sn_irm_std" that also outlines that is has no dependencies and is compatible with Australia. When I click on install it shows the following error:
"Installation failed
Integrated Risk Management Standard
Unable to download app package"

When I click the "view details", it does not show details, but simply shows the page to install it again.

2b) the product "Integrated Risk Management" with a lot of inclued applications in it all called "GRC: <something>". all of these applications have in their latest version a dependency on "recommendation template" that is not licensed in the developer instance and cannot be installed. it is not there in some of the applications. But if I try to install them individually, weven when choosing an older version (in which the recommendation package is not included) it fails with the same error:

"Installation failed
Integrated Risk Management Standard
Unable to download app package"

When I click the "view details", it does not show details, but simply shows the page to install it again.

note: some of the modules seem to have a compatibility to Australia and Zurch, but not to Brazil, so I did not consider ugrading the PDI yet.

If you go to the GRC forum you'll see several posts regarding issues installing IRM on PDIs at present. 

As far as I know, ServiceNow hasn't responded to this frustration, so we have no idea if/when they plan to fix it.
