No it is only for particular CI, selected CI is created in global domain so CI is visible to all domain's users, but owned by field's value is child domain(xyz) so for users of another child domains(abc ) owned by field's value is empty and whenever user of abc domain is creating incident, owned by field value is getting deleted.
