You can use Data policies- It executes on the server side and enforce rule validation regardless of how the user saves the record.
Navigate to System Policies > Rules > Data Policies.
Click New.
Fill in the form:
Table: change_request
Short Description: Mandatory Incident for Emergency Change Request
Set the condition: [Type] is [Emergency]
Click Submit .
Add Data Policy Rules
Scroll down to the Data Policy Rules related list.
Click New.
Select the field you are embedding (e.g., the field linking to the Incident table).
Set Mandatory to true
Click Submit.
