Field not visible on the incident form

On incident form "Assignment Group" field is not visible to ITIL users and it is visible to admins. I verified there are are no custom ACLs and no UI policies on this field. Not sure what is making this field not visible on the incident form.

Any suggestions?

Can you share screenshot of both. Most likely ITIL user is viewing different form view than admin.

No ITIL and admin are in default view itself. The field layout everything is the same for both except Assignment group. Assignment group is missing in the second screenshot since it is an ITIL view

 Have you checked for any onload client scripts and also data policies?

Yes I checked onload client scripts and UI policies, ACLs but of no use.
