Field style not displaying in list of records

I have a field style applied on our Incident table that is working correctly on the form, but not on the list view.

Here's my field style:

And here's what it looks like on my list view and form view:

                     

This was never an issue with Eureka, and we've recently upgraded to Fuji. Is there a reason in the new UI that field styles written like this aren't recognized on the list view? Any help would be appreciated.

Seems like either a conflict or value isn't correct. If you remove the value, is the field how you would expect? If yes, then you value is incorrect.

I don't this could be a conflict in styles. The condition is met and the style format is noticeable when viewing the record in a form view. i.e - field background color is red when viewing the field in a form.

However, when looking at it from the list view, it is not showing the red dot or when I uncheck modern cell coloring, it is not showing the background color red. It is like the list view has different behavior for styles or something.
