Field value shows on list view but not on form

Hi,
I'm having a problem on the project table. When I impersonate others they can see the project manager I entered on the list view but not when they click on the form. It's working perfectly for me and I've assigned the respective users the correct roles. It's also not showing them the users I see in the reference field. I checked acl, scripts, etc. can't seem to find the problem. Anyone have suggestions? Thanks!

on form how the field looks? it just shows the i icon?

on form it just shows the i icon?
Is this happening with admins or non-admins?
Is this happening with all records?
Any client script or UI policy is clearing out the value?

Yes, it just shows the i icon. It happens with admins and non-admins. Only happening with a group of records I recently imported. No client script or UI policy I see is clearing it.
