I don't understand your question - how would you like to get "fix_script_start_chat_field_decor ator_IT.xml"?

It doesn't seem to be XML generated or it was renamed. If you are asking how to move it from one environment to another, then go to the target instance and locate the table (fix scripts are stored in [sys_script_fix] table) click the right mouse button at the column label > Select Import XML (careful, not Import!!!) :
