If you create your flow and configuration within a scoped application, you can move them as bundles to other environments. This approach enhances the security of your application. While you can also create flows in the global scope, for major changes, it's best practice to create a new scoped application to capture all modifications. All ServiceNow application artifacts can be inherited by creating a dependency within your custom scoped application. This allows you to publish the app on multiple instances using the "make the app available to other instances" option. Conversely, for minor changes, you can create an update set within the same scoped application or the global scope and move the changes through the update set.
