Flow context ui action not showing for flow operator role

I can see the flow context button as an admin but for someone with a flow operator role they can not see the link. The flow context is being attached to the RITM as answered in this post. Any ideas on why this could be? I even removed the condition altogether and it still is not there.

Non admin Users needs one of below catalog roles as per Flow context UI action configuration.
