Flow designer using list collector array 'For Each loop' by converting string into array of string.

I am trying to design flow inside a flow designer  in which when a list collector field is given by converting into array of string . where user is selecting different departments and once the request item ticket is raise approval has to go to further groups as per the flow designer. this is the scenario. 

But inside the flow designer , we have given for each method inside the if conditon. and  based upon that flow has to run inside that loop . Instead when request item is raised flow is skipping the if condition and it is directly going into last step.
