Flow not getting triggered

I have the following condition as trigger for the flow. This flow works when I test it (using Test button). But it is not getting triggered. Can someone suggest why? The flow is active.

Please refer this KB. you need to create property "trigger_engine.ignore.set_workflow" and set it to true
