Hi,
I have some incidents, when I select assigned_to magnifying glass, I see 3 users, but for some I see 51 users. Why is that?

Assigned to is always depends on assignment group of incident.
For some incident assignment group might be different from the others.

As per your question assigned to filed available users are changing from incident to incident like for some it's 3 and for some it's 51.
It can be depend on various aspect like.
Assignment group- if you assigned a specific incident to a group it may consist of few members and it will show thoos people only based on the reference qualifier condition you configured.
It might also depends on configuration items, for CI's you can assign them to specific groups and those groups may contain limited users and each group members count from each other.

As suggested by @SLK Gupta @Saurabh Gupta is correct also, sometimes few users in the group don't have the role to see the particular type of incident ( This method is very common), so the user who is not able to see the particular group please check roles/ ACL.
