Form Layout

I am currently moving an update set from one instance to another.   None of my fields are showing on the form itself so I am attempting to configure it.   I am just guessing that form designs/layouts will not capture in update sets?   What I'm confused about is that I cannot use Configure --> Form Layout, I get a blank box for available fields (see image below).   I can use Configure --> Form Design and all of my fields appear.   Any suggestions?

Okay, thanks.   I will give that a try.   I have another question to ask, if you don't mind.   My update set has ACL's included in it.   I know that normally I have to elevate permissions before I can edit/change/add ACL's.   Do you think I should elevate permissions for my target instance before moving my update set?
