Form still processes despite mandatory field warning

I created a new field (CER#) which becomes visible and mandatory whenever the capital or operating budget exceed $0.00.

However I when selecting Create Project the project is still created. The error message displays and the state moves to Completed - despite the UI still showing it as 'Approved'. 

Why is the action not being aborted when there are mandatory fields still needing data?
