who are fulfillers and what are the fulfiller licenses? and approver licenses?

In Servicenow term, Fulfiller are agents who work on those task, incident, case. Etc. Who help to resolve the issues. Indirectly you can see users who can be Assigned To user.

For users to use the servicenow platform, Servicenow charges for it. I believe those are called licenses. Company has to pay for the number of users who has to get the access in the instance and will be working on it. It may be per month basis or package wise or anything.

What @AnubhavRitolia is completely correct. If you want to know what is seen as fulfillers (or approvers) in your instance. Navigate to Subscription Management > Subscription Overview.

Then within the Subscriptions widget, you can see which licenses you have.
Wehn you click on a subscription there, you can see which roles count as for which license in the Associated Roles related list.

1. Fulfiller users get the same level of functionality as unrestricted users, but quantities can be assigned to specific end-users. As a result, customers can pick and choose who they want to license in their organization, providing ways to cut costs without sacrificing license functionality

2. Approver and requester licenses are limited in functionality as compared to the fulfiller license. These licenses are lower in cost and can be assigned to users who need minimal access to the ServiceNow solution 2.
