Give Non-Admin user Import XML

I'd like to give one specific user the ability to Import XML, however I would prefer that this user not have full admin permission. Documentation says admin role is required, is there a way around this?

Navigate to UI Context Menu - Import XML and update the condition to allow this user by adding or condition gs.hasRole('create role')
