Grant a user dot-walking ability on list view

I have a power user who wants to be able to add dot-walked fields to his personalize list options. I think I can make it possible with personalize_control role, but it's going to give him access to Configure List, and I don't want him to hamper the list views for other users. Is there any way to restrict his Configure List permissions to only his own custom View? I don't want to get pinged every time he needs a new dot-walked field.

My understanding say , where this user want to make changes , on record or on Global level. Like change at List view on Inc then it will do only for his/herself but if going in List control then it impact all.

Only admins will have the permission to dot walk or users with admin role.
