help text on incident form.

Is there any way we can add "Help text"   in   fields of incident table. This .'help text' option is available for variables of catalog items.

Problem with the annotation is that they are always visible on the form.
It should be only visible   when clicked on drop down just like 'Help text'.

You can configure field label and setup hint.This hint will be visible on hovering over the respected field.

hint is only visible when cursor hover over field name.
i want it to stay when clicked.
