Help with setting Max Rows in multi row variable set

I've tried setting a max limit in the individual variable attributes, but it is allowing more than 10 entries.  What am I doing wrong?:

Use the attributes field on the multi row variable set itself instead.

I don't see that field as an option?:

Are you on the New York release? If so the field should be available. Maybe it's just not on your form? Can you check the XML or Configure form lay-out, is the "Variable Set Attributes" field available?
