Hi All, there is one user profile with admin role .. with this profile one is unable to create actions in flows . Any idea why?

@DCVSGTM Check if the user has action_designer role. This role is needed to create actions in the flow.

Could you please confirm your instance version? Also, this could be due to a couple of reasons in my understanding:
1. Check if the User has "action_designer" role.
2. If the user is trying to create the action in a scoped application with Accessible From set as "This Application Scope only", you may also need to assign that application admin role to the user as well. (Refer https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0858735)
