Highlighting ticket number based off caller/requested for Manager

Hello,

 

I have a requirement where we need to highlight (either the ticket number itself, or the background of the ticket number to easily identify when we have both incidents, and requests based off a specific users manager or specific user so the ticket can be visible as needing more urgent attention.  I'm looking for this formatting/style to be applied in both classic view (report/list and in ticket itself), and in the SOW view.

Conditions for Incidents and Requests = caller's manager is = specific person OR 2 specific users

Ideally, the color would be orange.

I will need script as well as where all configurations are needed to be made
