How can I automate email notifications in ServiceNow to alert both the assignee and their manager?

I would like to create an automated email notification to go to the assignee and to the assignee's manager at the time of incident assignment in ServiceNow. It isn't clear to me if workflows, business rules, notification events, or some other means are used. Can someone provide an example or a good practice for such a setup, step-by-step?
