How can i get attachment from sys_attachment table?

HI developers,

 

How can i fetch attachment from sys_attachment table where table name is 'sys_data_source' and table_sys_id is "23709e7e8742ce1cda7cc8080cbb3597"

And i want to add it as a link in notification, so when user click the link then it will download the above attachment.

Please help me how can i achieve this?
