Dears , Apparently my issue was fixed by only service now when i raised it through the high portal .

the solution proposed first was this but it didnt work with me it seems that because i have clone history and i cant delete it from my side so they had to do it from there side to delete all the history , also for me it is showing that my dev have the access for admin but they said for them it is not showing the role so they had to make the changes for me .

Make sure that requesting user has the clone_admin or soap_script roles on source and target instance. Note that if the user has the admin and security_admin role, the user might not have the clone_admin or soap_script role so check for these roles explicitly.
- Set the system property glide.soap.require_ws_security to false.
- If user has all the correct roles and the system property is set to false but the issue still occurs, try clearing the browser cache and then requesting clone again.
- This solution is documented in KB0681148

I hope it's helpful for you. On the basis of the information provided, I would be moving this incident to 'Solution Proposed', but don't worry as it is still open.

From the list view of your filtered records right click on the header and export XML. In your destination instance right click on any list view and import XML.bas long as your table structure and underpinning data are the same your records will upload.
