How can i send email notification to all the members in a group instead of sending to group email?

Instead of using Users/groups you should just be able to use the Groups selection of the notification

If the email notification is triggered, and there is no Group email entered in the appropriate field on sys_user_group, it should default to all the individual group members email addresses.

Is there a way to do what the OP asked?  How can we send a notification only to the members of a group that also has a group email associated with it?  In my case, I want some notifications going to the group email and some notifications to go *only* to the members and not the group email.
