How can I turn off and turn the instance back on?
I added a variable for increasing the timeout from 30 seconds to a few minutes on the rest messages.
I read that you need to turn off and turn on the instance for the change to take effect.
How do I turn it off I only see the following options.

In the application filter type cache.do and enter that that will clear a lot of the saved settings. This simulates turning it "off and back on" and might do the trick!

You cannot reboot cloud instances yourself unfortunately, demo box aside, if you needed to reboot an instance you would have to log a HI request to have ServiceNow staff reboot it for you.

Would allowing the instance to go to sleep have the same affect as rebooting?

I'd say thats more likely to be a suspended state, rather than a reboot.
