In my profile, I see my time zone as US/Central, but when I raise a request and enter the date and time fields, I see Indian time only.
How does it generally work? By the way, how do the same values appear for someone in a different time zone when they open the request and view the date and time fields?

System timezone -> GMT
User timezone-> as per his/her profile timezone

by default date/time are stored in GMT/UTC, but displayed as per logged in user's timezone
When users open the date/time values in portal etc, they see the date/time values converted from GMT to their local timezone
