How do I edit the Change Request values in Template Management?

how can I display the DownTime field value as only 'No' on a change request values section of a create a new standard change template and proposed new standard change ?Where do I edit it?

There is no direct way the reason is template carry the change table, so need to update manually or check the BG script but for this you need to modify or make the template in draft state again and then change n it will trigger the approval again.
