If you're trying to get to your company's sandbox instance, you'll want to reach out to your ServiceNow administrators to get the web address. If you're trying to get a developer instance to poke around in, sign up for the ServiceNow Developer Program at ServiceNow Developers.

Are you looking for a personal developer instance or is this another sub production instance to work within your organization?
If you're looking for the personal developer instance, those are free but limited. You can request one at ServiceNow Developers
You used to be able to get use the demo sites but they've pretty much locked those down.
