If you want to practice servicenow, the best way to go for developer instance. Yes, the sandbox instances costs.
You can use the links given in other answers to go and get a developer instance.

So the one that I was just sent costs in the developer area or do you mean an Enterprise Sandbox? If it costs I do not want.

If you have one with the URL of dev12345.service-now (but a different number) then you did get one of the personal instances. Those are free and you just have to stay active in it to keep it You should have been sent credentials to access it to the email you registered with.
