Hi Swami,
You need to have security_admin role to provide elevate role access to any user. If you don’t have the role then you will not be able to provide the access.
Please follow below steps to provide the required access.
- Login to the instance with "System administrator" profile or with any user profile that already has security_admin role.
- Elevate the roles from little lock icon on the top right corner of the header.
- Go to sys_user.list and open the record of the selected user
- In the Roles related list, click on 'Edit'
- Add the security_admin role in the slushbucket and 'Save'
Please check below article for more info.

Hi you need to elevate yourself first and then go to the test user profile under related list roles, edit role and look for sec_admin role. This role will be searchable/visible only if you elevate yourself

Hi,
You would need to provide Security Admin <security_admin> role to that particular user.
