How does email queue works in servicenow?

I have a question regarding working of email queue.

Whenever my change moves to Authorize state, an email is sent to Authorize first and then some emails are sent to Approval. In some cases, the Approval emails were sent first and Authorize emails later. Why did this happen? Approval emails should be sent later. Approval emails are sent from workflow. Whenever approval is done, email is sent for approval. Authorize email is sent on state change only.
