how does the add approvers button works in hr agent workspace?

Trying to check add Approvers button functionality, but not working. i Can't see the button in HR agent workspace. Although it's active in ui action.. Please help me to test and check the functionality.

What I have seen add approver action is there in the ui action but its not coming in this hr workspace. ANy idea why?
