How to add approval to an attachment in catalog item using Flow designer

Iam trying to add excel file(attachment section) in catalog item after submit the request user's manager or system administrator need to approve and then only attached excel file data should store in service now user created table.

Then how do the approvers know what the are approving?

The attachment isn't there. So they approve something, without knowing if the content of the attachment is correct.
