how to add consent to ServiceNow landing page

I am curious if it is possible to add consent to the instance landing page. I have searched the community and can't find any reasonable solution. 

The solution would just be for when I enter the URL and press enter to go to the instance, the consent immediately pops up and will require the user to click ok to accept. It will then disappear and they will then proceed to login into the instance as they would normally do 

If anyone has done this before, kindly walk me through the steps you followed

P\s: Please note this consent can occur after the user has entered their user name or password or as soon as they enter the URL and hit enter, whichever is easier

I've read about something like this before, though I haven't done anything similar myself and can't give any good pointers, but I did some searching and ended up finding this article:

It references something done by servicenow guru, so you know it's good and maybe you can tweak it around to get a result you want.
